Creating a Japanese installation using Visual Studio

Hi

I need to create a version of an installation with Japanese messages in
place of the usual English ones. The documentation says I should be able to
select an option to this when specifying the code page options. However I
only get 2 of the three options described showing up on the screen. Both of
these options use English as the installation language but one restricts
installation to PCs with the current locale. I've set the PC to use Japanese
as the input language and for non-unicode programs. Is there anything else I
need to do to get to this item?
