Creating Icon Libraries (.icl)

Can anyone point me to some code that demonstrates how to create an icon
library? I understand that .icl files are simply resource dlls and that
I can create them with Visual Studio. What I'm looking for is some code
so that my program can generate them, thereby allowing my users to
create them without Visual Studio.
