Creating Folders

's Computer Specifications

Folks-
I want to create a folder on the same level of 'Local Folders' ... is this
possible? ... how do I do it? So far the folder I want to create is placed
under 'Local Folders' ... I want it on the same level as 'Local Folders' ....
