Creating email for ANOTHER to send

In 2003, we used to create proposed emails for the BOSS to send from HIS
account. We would save them as drafts, insert the ITEM into a "cover email"
and the boss could open the attachment and just hit SEND if he approved of
the email.

It appears that if you do the same in 2007, the SEND button is greyed out.

How do I ungrey the send button and enable this process (sending another an
email to send out from their account/mailbox)??

The recipient (your boss) can simply drag your attached message to his/her
Outbox, and then it allows him/her to hit "send".
