Creating Drive Partitions

I've been searching the net for a couple days to no avail. I am looking for
a starting point on how to begin coding an application that can create
primary partitions on a USB drive and make it bootable.

Basically, I want to create my own diskpart application. Why not just use
diskpart? Well I deal primarily with Windows XP and it's version of diskpart
doesn't support USB drives.

Also, I can't use the myriad of other utils (BartPE, etc) because of a very
specific process requirement that I won't go into.

I'd appreciate anyone pointing me in the right direction.
