Being somewhat new to html, can you help me with the process of making a file
or .pdf file accessable for download? Do I need to place this file in an FTP
area in my web?

File | Import it into a folder in your FP, place a link to it on a page.
Publish to your remote server.

No - create a normal hyperlink to the file. in Frontpage, from Insert >
Hyperlink.
