Creating a dialer in Vista without INS file

I see where the Internet Connection Wizard is no longer supported in
Vista.... how can we write a script to create a dialer in Vista? We use to
make an INS file in IEAK that created a dialer with phone number but they
don't run on Vista.

Is there something new in IEAK7 that will work with Vista to create a
dialer? Or another way to script the creation of a dialer?
