You dont really need one. your Windows XP cd-rom is bootable for repairing
and reinstall Windows XP. you can use a Windows 98 boot disk, but if your
hard drive is formatted in NTFS it will not do much good.

The XP CD is in fact bootable but should something take
your CD drive out then a floppy boot set is a good backup.
You can go to places like www.voodoofiles.com and get a
utility to help you make a floppy boot set. For XP HE it
took six floppies to do this. You should note though that
some computers are now being sold without floppy drives in
them and that floppy disks will be ancient history in the
near future. Keep smiling.

1. Insert floppy in A: drive
2. Open My Computer
3. Right click Floppy drive icon
4. Select Format
5. Select 'Create a MSDOS startup disk' (or whatever)
6. Click OK

You don't need a boot disk with XP - the CD is bootable and contains all the
tools you need to repair your system, or do a complete format and
re-install.
