Creating an administrator account

I need to know my options at this point.
WinXP/2PCs on router/switch w/cable modem
I've inadvertently deleted all system administrator
accounts. All I'm left with is the user log-in account
that is classified as "limited". The two PCs won't talk
to one another over the network. How can I create a
system administrator account on the disrupted PC without
performing major surgery on it (format & reinstall XP)?
