creating Add-ins

I tried googling the subject and only found one site that covered the subject
remotely, but it seemed complicated and I would assume it can be done without
having to mess around with regkeys...

I am wishing to create an add-in (I think) which will enable me to deploy a
custom menu on access regardless of the database open. Basically, have the
custom menu show as if it where built-in with access itself. How would I go
about this?
