You can't. Ask a friend for a copy of his, making sure that
it's the same type as yours (Home / Professional / OEM /
Retail).

Do you mean an install disk or a restore disk? If the latter, the
manufacturer of your PC may provide a method (it would involve accessing
data on a hidden partition on your hard drive). What is the make and
model of your PC?

If the former, perhaps you can contact the manufacturer and request a
replacement installation disk. (Hopefully it won't cost too much.)

See "How to replace Microsoft software or hardware, order service packs
and product upgrades, or replace product manuals"

Does your computer have the ability to create a Restore CD? Some systems do.
Consult the documentation that came with the system. If the hard drive is
damaged or you don't have the capability to create the Restore CD you will
need to consult the computer manufacturer to see if they can supply you with
a replacement CD or purchase a version of XP separately.

You cannot recreate the installation CD from the extracted files for
an installation that got put onto your hard drive. Go to Microsoft
and order a replacement CD - unless it was an OEM version of Windows
which means you go to the OEM to get a replacement.

You never identified the brand and model of your computer (and if
owner-built or pre-built). If pre-built, read the manual to see if
they saved the CD image in a hidden partition and provide instructions
on how to burn it to a CD-R.
