create a web page that changes size as the screen setting changes

I am new to Front Page and don't know html. How can I make a web page that
will shrink or expand with the different screen settings? I want to avoid
people having to scroll side to side as much as possible.

I'm pretty new myself, but here are two quick-and-dirty approaches:
(1) Stay in a 780-pixel-wide table. The content won't expand to fill a 1024
display, but you can put pretty background colors or picture to full the
screen.
(2) If you want some of the content to expand to 1024, start with a
three-column table at 100 percent wide, with the center column set at 780
pixels wide for the parts you want to control (picture placement, etc.). For
the parts you want to let expand, merge the cells on those rows.
Caution: make sure the side cells do not have a specified width.
