Create undeletable meetings or appointments

How can I send meeting requests or appointments to users that they cannot
delete from their calendars. I need to set a training day for my employees
which sits in their calendars and cannot be removed or changed (except by me
of course)

Outlook provides no way to do that. "There are seldom technological solutions for personnel behavior problems."
