Create a TOC Based on Navigation?

How can a create a Table of Contents using the structure of the site
navigation?

The internal TOC tool appears to be parsing all my links and is creating
some very poor results based on what I want. I have the navigation structure
organized exactly how I want to TOC to appear -- I just can't create a TOC
from it.

Unfortunately the TOC tool only works on the link structure of the web and
not the navigation structure. There isn't any way to create this
automatically with the tools from FrontPage. Usually this would be a Sitemap
as opposed to a TOC, but I haven't been able to find any automated add-in
for FP that will generate a Sitemap from the navigation structure.

You would have to open the TOC in your browser, then copy the content to a new page in FP and then
arrange as you like.
