Export the existing Web as a package, and then import the
package to each new Web.

Hi,

If you are using Windows SharePoint Services, then you can use the Packages
tool in FrontPage 2003.

Browse to here: \Program Files\Microsoft Office\Templates\1033\Packages11
and copy the weblog.tem file
Paste it to here: \Documents and Settings\<<UserName>>\Application
Data\Microsoft\FrontPage\Packages\
so you end up with a weblog.tem file in your Packages folder.

Open your site in FrontPage 2003
Click on Tools > Packages > Export

Use the dialog to choose what pages you want to save as your template. Save
it to the C:\Documents and Settings\<<UserName>>\Application
Data\Microsoft\FrontPage\Packages\weblog.tem folder and replace the fwp that
is already there.

Next, edit the inf file so it will display the name you want.

Now it will show up in the New Web dialog under "My Packages"

I hope that helps.
