How to create script, or autostart, for Outlook email

How do I create a file to autoscript (or whatever the correct terminology
would be) whereby I can have an email open, type a short "command" in the
email, and it automatically enters the "script" into the email? In this
example, I could maybe begin typing "CD XY" and it will pop up an email that
was set to be scripted for that command. I have done it before, several
years ago, but now forget how to do that.

Also, in the same area of Outlook email, how do I create an "email" on my
desktop (or that I can save on my desktop) that, when I click it, it
automatically opens up with the basic script already included, and even can
have the email address(es) inserted. Again, it is something I did awhile
back, but do not remember how.
