Create Rule to set meeting reminders for all meetings

How do you create a rule to set a meeting reminder for all meetings?
If a user sends a meeting request without a reminder chosen, it will
not place a reminder on that meeting. How do I get it to put a
reminder on all meetings automatically? We're using Outlook 2003/
Exchange.
