Can I create a rule to send an email through a specific email address?

I have an email address for work, which is the default. I also have a
personal email address. I'd like to configure it so when I send to certain
people (family, etc) it automatically sends using the personal email address.

No, that is not possible. Set up a signature on each account so you can
more easily see which is sending new messages (messages you reply to are
sent by the acct that downloaded them).
