Create Rule; I get This command is not available.

When I right click to 'Create Rule' I get "This command is not available". I
get the same thing whether I try to create a rule from scratch or based on an
email.
I have rules working, but I cannot access them.

Version of Outlook? Can you open the rules wizard and export your current
rules?

Microsoft Outlook 2002 (10.6838.6845) SP3

I cannot access the Rules Wizard at all, therefore I can not export the rules.
