How to create a rule to filter X-Env-Sender instead of Sender

's Computer Specifications

I have need to create a rule where X-Env-Sender can be used instead of the
sender or account. Is there any way to tweak Outlook?

Have you tried the "with specified words in the mesage header" condition?
