Create a rule "delete email with cyrillic characters in subject"

I want to create a rule in outlook to delete any incoming messages containing
cyrillic characters in the subject line.

's Computer Specifications

You could check if the Subject line contains an encoding string 'koi8'.
Not sure if that will work, but worth a try.
