how to create repeating appointments for the last week of a month.

I have a recurring appointment to create but it is based on the week of the
month in relation to the end of the fiscal month. i.e. we schedule some of
our meetings in relation to our biling calendar which could run on a
4-4-5-4-4-5... week timeline. e.g. in Jan the meeting would be held in week 4
of the month, in Feb, week 4 of the month, in March in week 5 of the month

Anyone else got the same problem and have a solution (I did look at creating
the appointments externally in Excel and importing but this doesn't seem to
work - looks like you can only import iCalendar or vCalender type files which
aren't the easiest thnigs to manipulate)
