Create Queue at Ring0 level

Hi,
I need to create queue at ring0 level.I am using win98 OS.Basically i want
to maintain data in queue and i need to write "AddtoQueue" and
"Removefromqueue" function at kernel level.

Plz suggest me how to do it.
