How to create a Pop Up?

I am very embarrased to be even asking this, because I know so much (but
apparently not that much), but if I have a html file thats let's say
500x100, how do I make it pop up, when someone comes to
www.mysite.com/index.html , so the the pop up is somewhere infront of
the main page. Are there special tools for this, or just code.

Google for "Javascript pop up"

However most people block pop ups, and they won't work at all in Windows XP with SP2.

Spawn

You can use Spawn from jimco add-ins it is FREE

Compatible with

FrontPage 2000 FrontPage 2002 FrontPage 2003

Easily create and edit pop-up windows. Pop-up windows created with Spawn
will work with most pop-up blockers including the one that comes with
Windows XP SP2.

Do you absolutely need to create a popup? They're one
of the most hated things on the Net. Your popup wouldn't
work on my system because I use Popup Stopper and
Google popup blocker. What one doesn't block, the other
one does.
