How to create an nsc file on W2K ?

My goal is to write a quick program to read my Windows Media Player music
folders and generate files so the music can be streamed from a W2K server

From my research it appears that the hard part is generating nsc files

Has anybody seen a good sample of creating an nsc file for W2K ?
