Create New Submission for System Desktop problem

Hi,

With those 2 legal agreements below I was be able to create a new
submission (WinXP) previously for a Desktop System.

- Designed for Microsoft Windows Logo License Agreement V6.01
- Winqual Testing Agreement For Hardware

New it seems whether there is a problem or the first page and choices has
been changed in new submission creation. There was an option 'First Time
Submission' or something that let me do the System Submission, now i can
only see these two option which i believe non of them is applicable for me.

- Server application test submissions
- .NET Connected Logo Program

Can anyone help me out about this situation.
