Can i create multiple (many) folders at once (from list in lets say txt file)
in Outlook? Something like batch file

With some VBA programming you should be able to do that.

There is indeed no built-in method.

Who says they never thought of that? Some very specific needs (like this)
are better left to creators of addins or custom (private) code. If you're
not familiar with VBA, http://www.outlookcode.com is a good place to start.
