I have several files where I "date-stamped" the Create and Modified dates to
a specific date and time of 0:00:00. I do this to organize and manage
certain kinds of files and to ensure they were not inadvertently modified.

When DST started on November 4 (I have the MS Update installed), it seems
that the dates on these files were changed to one hour earlier. For example,
a file with a Create date of "9/01/2007" at "12:00 AM" was changed to August
31 at 11:00 PM.

Has anyone else seen this? Does anyone know what is happening and how I can
prevent it? Are any other files (ie. those with a time other than 12:00 AM)
affected?

It's probably uncommon for folks to be as obsessive about file
creation times as you are, so my guess would be "NO".

See my first answer.

Thank you Andy. This was very helpful and finally explains what I have seen.
Is there any way around this, except turning automatic DST off?
