how to create a GPO on SBS 2003 to restrict MSN Messenger

Hi Newsgroupers

Is it possible to create a policy on SBS 2003 to restrict the use of MSN
Messenger in the following way.

1. By a particular user
2. By a particular computer
3. By a range of days/hours that the program can be run

If so, some step by step guidance on how to create the policy would be
really appreciated.
