I just had to reinstall after HD replacement and before I had a folder that
showed all of my follow up emails but it's not there now.

How can I recreate this?

That should be one of the default search folders created when you reinstall.
Right-click the "Search Folders" folder in the Navigation Pane and choose "New
Search Folder". Select "Mail flagged for follow up" and click OK.
