From what I can see, the tabs are just images.
You'd create them in an image editor. The "Directory Panel" itself bit
looks like an inline frame, and the links on the tabs just "target" the
IFrame. FP2003 has interactive buttons in a "Tab Style"
It is just designed with stylesheets, it has the scroll bar turned off etc.
There *may* be somewhere on the web that offers a "tabbed menu" like that -
as you said you wanted an add-in or similar.
Rounded corner tables - done in FP2003.
