I'm running XP Pro and would like to create a bootable disk on a CD rather
than floppies. Is there a way I can do this?

The XP install CD *is* bootable.

You can make bootable CDs, but you need CD burning software that can
properly create them. Not all can, and may not offer the loaded sectors
and offset controls needed. You also need a source for the boot image,
and you can often take this from the XP CD.

If you google "create bootable CD" you'll find lots of references on how to
do this.
