Crazy sound volume problem, help!

The volume of my sound lowers on it's own quickly to
nothing. When it's raised back up to the
desired level, the volume steps back down immediately in
approximately half-steps until it is back to nothing. I
have tried deleting the sound card (multiple times)and
letting it reinstall (plug-n-play) upon reboot. This did
resolve the problem in the past, however upon the next
reboot, the problem was back. Now the problem is there
even if I delete/reinstall the sound card. I have a dell
lattitude CPx laptop and the sound card is reported to be
as "ESS Maestro 2E PCI AudioDrive (WDM)". Windows reports
no problems or conflicts for the card. I have also tried
installing my hard drive into another Dell laptop shell of
the exact same type as mine and had no problems with it's
sound, (couldn't keep using it though....).
Any assistance/advice that could be provided would be
