I was able to recover almost all files, but I lost my user
configurations.

I still have the documents and settings folders with the original data.
The question is how do I create a new user (or edit an existing user) to use
the documents and settings folder of my choice. I don't seem to be able to
copy the data to an active user's folder or to create a new user using the
name of a prior user so it might use that folder, it just creates a new
folder with a modified version of the name.

That happens all the time. You can't. Problem solved. When you delete an
user account, its Documents and Settings folder stays. Nothing you can do but
reinstall. And I bet you won't like that.

Your post is a bit confusing. It sounds like you made a new post in
continuation of an old thread. I don't know what your problems were,
but if you want to copy a user account, you must do it while logged
into an account that is neither the one you want to copy from nor the
one you want to copy to. You must also log into any new account you
create once in order to copy anything to it.
