Can someone please tell me what this is and how I can
reduce it
My HP computer/XP keeps 'flashing' and shows the screen
background only with no programs displayed and then
returns within seconds
Other times the computer appears slow in opening programs

Ealier my cpu usage was always low but is now always 100%
and cannot reduce it by restarting

If your CPU Idle is 97% that means what it says, it is 97% idle, only 3%
capacity in use. If you want to reduce it more, turn off the computer!

System Idle Process is exactly what it sounds like.
It is the % of processing power you have waiting for something to do,
doing nothing.

If you are having problems, this is not the cause.
