CPU usage in Task Manager

Is it normal that in the performance tab of the Task Manager CPU usage would
be running at around 20%, say over a period of minutes, while in the
processes tab the System Idle process remains in the high 90s?

(How else am I supposed to figure out what is consuming cycles?)

Bluntly, you are Not 'supposed to figure out what is consuming cycles'. If
you were, there would be tons of apps built in to Windows to do that. What
you need, you need. End of story. If it wern't that way, all of us would be
nerds carefully calculating all the niceities of system use.
