CPU Usage % high

My CPU % is ranging in the area of 70-98% all the time. In looking at
resources, I see multiple incidents of Windows Installer using CPU threads.
Some aren't using any. There are as many as 9 - 11 incidents. Is there a
way to correct this condition? OS: Windows Vista Home Premium. Would
appreciate any suggestions or help.
