CPU Usage % and ODBC.hta

When I log on, since the last week, a tiny blue bar,
exactly like the top of any browser pops up over the
Start button. It is no more than 2 inches long and says,
C:\Windows\ODBC.hta and then i get a warning from Norton
Antivirus that it is trying to create special folders so
I stop the script. I do not know if this has anything to
do with it, but my CPU Usage % is constantly at 100%
after installing no new programs or anything. What can
this be and what can I do? I got spyware remover and it
did nothing
