cpu s maxed for no apparent reason

my cpu is either at 100% or constantly jumping to 100%. i've used Task
Manager, and a program called "Whats Running" to try to find the process. all
the processes appear to be running correctly, an none are using a extream
amount of the cpu. TaskManager shows 100% cpu usage while also showing
System Idle Processes at 99. I've been trying to solve this problem for
months, i've uninstalled new programs, stopped all auto install programs, ran
all types anti spyware, mail-ware, and virus programs. i've also stopped any
unneeded startup programs. I currently have Mcafee as my anti-virues
software, with on-access scanning. I've increased my ram memory from 1/4GB
to 1GB i can't figure this ong out on my ow so please help. (if this
question is in the wrong area or would do better in another area please copy
& paste there thx)
