CPU queue length anomaly

We have a problem with approximately 30 of our servers,
where the %CPU registers low (0-5%), but the CPU queue
registers high (>2). Other servers in the company do not
exhibit this problem.

Some information I gathered indicated SQL Server can
cause this, but not all affected servers run SQL server.

In neither case does the operational affectiveness appear
compromised.

The servers in question are a mixture of Windows 2000 and
NT4. Any advice welcomed, thanks,
