CPU frequency keeps changing under XP

When I go to my computer>properties the CPU report is never
consistent. it should report 3.11 GHz. but when I refresh it , it
drops to 1.9 GHz then 777 Mhz, then back to 3.11 GHz.

How can I fix this so Windows reports my CPU constant @ 3.11 GHz?

My MOBO: GIGABYTE-880GM-UD2H
Chipsets:
North Bridge AMD 880G
South Bridge AMD SB710

Memory Type DDR3
Manufacturer : Kingston

Standard Timings : 9-9-9-25 4-34-10-5
Timing @ 457MHz : 6-6-6-16 3-22-7-3
Timing @ 533MHz : 7-7-7-19 3-26-8-4

Timing @ 686MHz : 9-9-9-25 4-34-10-5

Problem solved. I had a GIGABYTE utility named " EASYSAVER"
When turned on it lowers the CPU GHz and throttles it up when needed.
I turned it off, now XP shows 3.11 GHz all the time!

Other than making the display constant, why would you want this?
