Can a CPU fan stalling for a split second cause a system power down.
Running XP home SP1

That would depend on the BIOS and what it could do. It is
also possible the fan is stopping because of the system
power failing. Do you have a UPS powering the computer?
Have you checked what options are in the BIOS?

The only thing listed in the BIOS that relates to the fan is speed control,
enable, disable. It is an Award F11 BIOS. The system is on a functioning UPS.
