I have a Volcano 12 Fan
The fan is supposed to operate at 5500 RPM according to the spec, but
speedfan, mbm 5 and the bios all read a speed of 2800 RPM.
Which info should I trust ?

hi, is the fan speed of 2800 RPM fixed or does it fluctuate? The specs for
your fan i.e 5500 RPM is the max speed at high loads. I had a volcano 7
which was howling at 4800 rpm and my system and cpu temperatures were still
in the high 30s. I bought a Thermaltake Silent Boost with a speed of only
2700 RPM and my cpu temperature is down by about 8 degrees and I can barely
hear the fan.
BTW Volcano might have a separate lead for the temperature sensor, make sure
its connected to the board. And your fan speed depends on the cpu
temperature.
What kind of readings do you get on your cpu and system temperatures?

Does that board have Asus' Q-fan feature?
Most people consider that a desireable feature, reduces CPU fan speed and
increases as CPU temp exceeds 50C. Frankly, i'd hate to have any system
with a fan running at 5500 RPM, it's just too noisey and with some fans
not having the greatest bearings, they may be one of the first failure
points in the system at such a (relatively) high RPM, in addition to
depositing more dust in the 'sink.

If you want full fan speed (and noise) ALL the time, check the bios setup
for Q-fan setting, and/or try a different motherboard fan header.
However, if you use a different fan header, be sure that header stays
powered in power management modes you may use... in the past some fan
headers shut off in certain power management modes, which can obviously be
a problem.

Found the explanation...I connected the fan to a cable of the power
supply labelled "fan only".
It must be for case fan and carry a lower voltage because when I
plugged the CPU fan to a regular cable, I was at 5500 RPM

The fan is indeed very noisy...but I need full speed to get a decent temperature:

5500 RPM: 50°C (CPU)
This is because the case is not well ventilated: 41 °C
With both side panels off, the case Temp is around 35 and the CPU is around 38°C

header next to the heatsink for best results
