Probably not W2k related. Try coldstarting the system and enter BIOS
immediately to prevent the OS boot. See if the fan does the same thing.
If it does, make sure the fan is clean and not jamming against cabling.
You might need to replace it.
If it doesn't, check very carefully any mainboard monitoring utilities
you have installed to see if there's some sort of crazy Turn Off CPU Fan
option that can kick in. I've never heard of such a thing and can't
imagine why one should ever exist, but stranger things have happened. Is
your machine equipped for silent running? :-)
