This is not a Windows problem. Not even a Windows XP Hardware problem.
It's purely a problem with your hardware long before Windows ever comes into
play.
What make and model computer or mainboard do you have? Go to the
manufacturer's website and look for Tech Support or some similar page.
Also, use Outlook Express (or another newsreader) to find and subscribe to a
Usenet newsgroup for users of that hardware. Just search for your hardware
name to find a group like alt.sys.pc-clone.dell or
alt.comp.periphs.mainboard.epox, for examples.
