Couple of Problems - That happen durning a install of a application

First, after installing a desktop search engine,
I notice all my icons shifted to the left..
So, I move them back where I wanted them,
and rebooted... But there all back on the left side,
other words, the icons are not staying where I put them.
( and before, I could move them anywhere, and they would still be,
where I put them.

Next,

I notice this with IE7, when click on a link,
I can right click and see, a contextual menu selection
for open link in NEW Tab... Okay, THAT is gone too!

I removed the search engine application,
however, my main question how do I fix these problems with
the desktop icons not stay in place, and IE7 NO new tab window, in the
contextual menu

R.click the desktop,properties,desktop,customize,web,chk the box "lock
desktop items"...
