Country Code problem: faxes not being sent

Hello everybody.
I'll try to describe as best as I can my actual situation and problem.

Windows 2003 SBS SP2 with Fax Services enabled (Fax is shared and
connected on the clients, Windows XP Pro SP3).
On the client I'm using Outlook 2003 SP3, from which I take my contacts
and want to fax them a Word doc or whatsoever. Now, when I add one of my
contacts in the Fax Printing/Sending Wizard, I see that the number is
presented in the canonical format: +41 91 1234567 (I'm in Switzerland,
where Country Code is +41).
The fax gets queued on the server's queue, but remains "suspended".

If I type the number myself (not taking it from my contacts) I just type

0911234567

I have to put the 0 because it's necessary for the local area code (91):
the "0" can be omitted only when dialing with full international code
(+41911234567).
In this case, fax is being sent!

Can anybody help me in configuring this thing? What I've done, both on
the server and on the client side, is this:

I edited the

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Telephony\Locations\Location0\AreaCode


value and now I can enter fax numbers without the area code. Just DELETE
"AreaCode"!!!"

Any help will be appreciated!
