Counters to Monitor in a Terminal Server Environment

My working Area has terminal server environment . Users complain that
accessing the network through terminal server is slow . But the hardware
issues are all ok . The Free ram Space is nearly 700 mb of 2GB Ram . My %
processor time is 399 . It has 4 processors inside . I don't know what is
that 399 . And please tell me what are the counters to examine in this type
of environment in performance monirtor . Please Help .
