We purchased a Sponge Bob Knows Your Name toy for Caleb, my 7 year old
recovering from brain cancer. He was very disappointed not to get it, yet.
It comes with a CD with software to install on our home PC, but the install
bombed because some dll couldn't find another dll library file. I called
the maker of the toy, but we, together, determined it was a problem with my
environment, not the toy's software. I may have moved something off my C:/
drive from the Programs folder onto the J: partition that I shouldn't have
moved.

Ah, found where I recorded the error:
Executable 'F:/SpongeBob_Splash.exe' had the following unrecoverable
error:
Couldn't find library MSVCR80.dll (required by
J:/Programs/WINDOW~/MpShHook.dll)

Ah! I should probably move J:/Programs/WINDOWS~ back to C:/Programs,
whatever WINDOWS~ expands out to.
But that doesn't seem to explain it.

Anybody know what this lib is for or how I can find out?

I don't know about moving files around.
I have it in this folder: C:\WINDOWS\WinSxS\
Try this for the file:
