I am the administrator in a multiuser network in the military. I have one
workgroup file with about 190 users. I get the following message when I try
to login.

Could not use 'Admin'; file already in use.

I have joined the work group file, but feel that someone has not joined the
workgroup file and is keeping everyone from logging in until they close down
the dbase.

Is this a true statement? Any ideas how to code around this problem to stop
someone who does not belong to the workgroup file from opening the dbase?

This is Martin. I have code to kick users out of the dbase. I built the
Logout.flg file and kicked everyone out. I then deleted the Logout.flg file
and I can now get it.

But I still have my question of what was going on? How can I stop this from
happening in the future?
